The Haryana government on Wednesday decided to keep its much criticised policy regarding construction of stilt-plus-four-storeyed buildings in the Haryana Sahari Vikas Pradhikaran (HSVP) developed sectors, in abeyance.
The decision would be applicable in the entire state. As of now, there was a stay in Panchkula district only.
The government has also announced that a committee would also be constituted to re-examine the issue and till the findings of the committee, there will be complete stay on permissions for construction of four-storey floors in the residential sectors of the state.
Haryana chief minister Manohar Lal Khattar made a statement regarding this while addressing the assembly on governor’s address. Some MLAs, including B B Batra, Varun Chaudhary, Neeraj Sharma and Aftab Ahmed, had raised the issue of resentment among residents against stilt-plus-four floors in the state assembly during the ongoing budget session. Even the speaker, Gian Chand Gupta, sought CM’s intervention.
The CM said the policy regarding stilt-plus-four floors will be kept in abeyance and a committee would be formed in this regard. With this, no fresh application would be accepted by HSVP. But, the process of applications for permission for normal building plans would continue. “All associations and resident welfare bodies will be heard on this issue by the committee before submitting its findings. Thereafter, the department would take a final decision. I am aware this is a big issue and there are some bodies/associations that are in favour as well as against this scheme and the committee will consider all aspects,” Khattar said.
CM had not set any deadline for the decision, saying that it could take 15 days and may be years. He clarified that all will be done on the recommendation of the committee.
After the SC verdict banning high-rise buildings in Chandigarh, Panchkula residents had started demanding a ban on stilt-plus-four-storeyed buildings constructed on residential plots of HSVP-developed sectors.
Gradually, most RWAs of other districts had also started demanding a ban on stilt-plus-four-storeyed floors, saying that they were leading to apartmentalisation of residential sectors. A state-wide signature campaign was also launched by the RWAs and citizens’ welfare associations under the banner of Haryana State HUDA Sectors Confederation (HSHSC), an umbrella organisation seeking immediate ban on the construction of floors.
